AUSTIN, Texas, August 12, 2026 – SEON, the AI Command Center for Fraud Prevention and AML Compliance, today announced that its identity verification solution has been certified under eIDAS 2.0, the European regulation that is becoming the dominant standard for how identity is verified across the continent. Separately, Germany’s Commission for the Protection of Minors in the Media (KJM) has approved SEON’s solution for age verification under German youth protection laws.
Europe’s approach to digital identity is consolidating around a single standard. eIDAS 2.0 is fast becoming the reference point for identity verification across Europe and is increasingly being recognized not just in its own right, but across other legislation, including AML requirements under the AMLR, as well as iGaming and gambling licensing frameworks.
As this standard takes hold, eIDAS 2.0 compliance is emerging as a baseline requirement for any company verifying identities in Europe, with stricter and more harmonized rules applying across onboarding, transactions and compliance. For iGaming and gambling operators specifically, this is compounded by the EU’s incoming Anti-Money Laundering Regulation (AMLR), which will require them to apply Customer Due Diligence, or KYC, in circumstances beyond those relevant to obliged entities generally — extending checks across the business relationship rather than just at onboarding.
The certification confirms that SEON’s identity verification solution meets those requirements today, across the same solution and integration its customers already have in place — keeping them compliant as the regulatory landscape shifts. It also means SEON is ready to support European Digital Identity Wallets as they roll out, an extension of its existing verification capabilities.

What’s Behind SEON’s IDV Solution
SEON’s eIDAS-compliant IDV solution is built around three evidence paths:
- Document verification combines automated capture and server-side validation of a government-issued ID, including cryptographic chip validation via NFC where a chip is available, with an optical-check and human-review fallback where it isn’t.
- Face biometrics adds passive liveness detection, deepfake and injection-attack detection, and a one-to-one match against the document portrait, automated regardless of which document path was taken.
- eID Integration offers an alternative path via government-backed electronic identity schemes, where the verified identity assertion comes directly from SEON’s eID gateway provider rather than being extracted from a document.

About the Certification
The certification was conducted by an accredited conformity assessment body and is anchored in two ETSI standards that govern identity proofing under eIDAS 2.0. The first, ETSI TS 119 461 v2.1.1, covers the identity proofing process itself. The second, ETSI EN 319 401 V3.1.1, covers the operational and security requirements of the organization delivering the service. Relevant chapters from additional ETSI standards relating to trust service providers were also included.
SEON achieved the Extended Level of Identity Proofing (LoIP), the higher of the two tiers defined by the standard and the level designed to support qualified digital identity services under eIDAS 2.0. SEON also supports Baseline LoIP. Every verification session is automatically evaluated and tagged with the level it achieved, so customers always know what level of assurance a given check delivered.
What KJM Approval Means
Under Germany’s Interstate Treaty on the Protection of Minors in the Media and the Youth Protection Act, providers of age-restricted content must verify user age through a legally compliant system before granting access. Germany’s youth protection framework is strictly enforced, and a positive KJM assessment gives operators legal and planning certainty.
For businesses operating in or expanding into the DACH region, such as iGaming, sports betting and age-restricted goods delivery, SEON can now be used to automate age verification while keeping the onboarding experience fast for legitimate adult users.
